Why can I not just add the fee percentage to my invoice?

Because the fee is charged on the larger amount you end up invoicing, so adding it once always falls short. On a $100 target at 3.49% + $0.49, adding 3.49% gives $103.49 but PayPal then takes $4.10 and you net $99.39. The correct amount is (target + fixed) divided by (1 - rate), which is $104.12 and nets the full $100.00. This calculator does that division for you.

Is my payment data sent anywhere?

No. The amounts you enter are calculated in your browser and never sent to a server. This tool is not connected to PayPal and cannot see your account.
