This monorepo config generator writes the boilerplate a new JavaScript or TypeScript workspace needs: the root package.json, the workspace declaration, the task pipeline for Turborepo or Nx, and a stub package.json for every app and shared package you name. Should I pick Turborepo or Nx for a new monorepo?

Pick Turborepo when you mostly want caching and parallel task running on top of package manager workspaces you already understand, because turbo.json is a single small file and there is very little to learn. Pick Nx when you want the project graph, affected-only commands and generators, and you accept a larger configuration surface in exchange. Choosing workspaces only is a legitimate third answer for two or three packages, where a task runner adds more config than it saves.
